Scout Pack Adult Leadership Structure

A successful Cub Scout Pack relies on a team of dedicated adult volunteers who work together to provide a safe, fun, and meaningful Scouting experience. Each role has a specific purpose, but all leaders work together to support youth development, advancement, and the mission of Scouting.

Chartered Organization Representative (COR)

The Chartered Organization Representative (COR) serves as the connection between the chartered organization, the Scouting unit, and the local council. The COR represents the organization that sponsors the pack and helps ensure the unit operates according to Scouting policies and the goals of the chartered organization.

Responsibilities Include:

• Unit Liaison: Serves as the primary connection between the chartered organization and the Scout unit.
• Leadership Approval: Reviews and approves adult leader applications within the unit.
• Committee Oversight: Appoints the Committee Chair and supports the selection of qualified adult leadership.
• Council Representation: Represents the chartered organization as a voting member of the local council and participates at the district level.
• Charter Renewal: Assists with the annual renewal process to maintain the unit’s good standing.

Committee Chair

The Committee Chair is the administrative leader of the pack and serves as a member of the Pack’s Key 3 Leadership Team alongside the Cubmaster and Chartered Organization Representative. The Committee Chair oversees the business operations of the pack, allowing the Cubmaster and Den Leaders to focus on delivering the Scouting program to youth.

 

Responsibilities Include:

• Managing the Committee: Recruits, assigns, and supports committee members while leading committee meetings.
• Administrative Oversight: Helps manage finances, approves expenses, oversees the budget, and supports fundraising efforts.
• Leader Support: Ensures adult leaders are properly registered and trained, including completion of required
• Youth Protection Training. Chartered Organization Liaison: Maintains communication with the chartered organization.
• Charter Renewal: Guides the pack through annual renewal requirements.

Pack Committee

The Pack Committee is a team of adult volunteers who manage the administrative, financial, and logistical needs of the pack. Their behind-the-scenes work allows the Cubmaster and Den Leaders to focus on creating quality experiences for Scouts.

Responsibilities Include:

Financial Management Maintain the pack budget and bank account. Track expenses and payments. Support fundraising activities. Administration Maintain pack records. Assist with annual charter renewal. Secure meeting locations and resources. Leadership Support Recruit and support adult volunteers. Encourage leader training and development. Help ensure the pack follows Scouting policies. Equipment & Resources Maintain pack equipment and supplies. Manage resources needed for activities, camping, and events.

Common Committee Positions:

• Outdoor Activities Coordinator
• Fundraising Coordinator
• Other support positions as needed

Cubmaster

The Cubmaster is the primary program leader and public face of the Cub Scout Pack. They create a positive, exciting, and welcoming environment for Scouts and families.

Responsibilities Include:

• Lead Pack Meetings: Plan and conduct monthly pack meetings filled with fun, recognition, and Scouting spirit.
• Support Den Leaders: Encourage, guide, and assist Den Leaders as they deliver the program.
• Lead Ceremonies: Recognize Scout achievements, advancements, and accomplishments.
• Promote the Scout Experience: Help create a culture where youth feel encouraged, valued, and excited about Scouting.

Den Leader

A Den Leader works directly with a small group of Scouts within the same grade level, called a den. They provide the hands-on instruction and mentorship that helps Scouts complete adventures and earn their rank.

Responsibilities Include:

• Plan Den Meetings: Organize engaging activities, games, crafts, and skill-building opportunities.
• Support Advancement: Help Scouts complete adventure requirements and track progress toward rank.
• Teach Scouting Values: Encourage Scouts to live by the Scout Oath and Scout Law.
• Communicate with Families: Keep parents and guardians informed and involved.
• Serve as a Positive Role Model: Provide guidance, encouragement, and support.

Assistant Den Leader

An Assistant Den Leader supports the Den Leader by helping plan activities, lead meetings, and provide additional supervision. Assistant Den Leaders are essential in helping maintain safe program delivery through two-deep leadership requirements.

Responsibilities Include:

• Co-Leading Activities: Help run crafts, games, skills, and adventures.
• Support Advancement: Assist with tracking Scout progress.
• Family Communication: Share updates and important information with families.
• Event Support: Help coordinate den participation in pack events and outings.

Den Chief

A Den Chief is an older Scout from Scouts BSA, Venturing, or Sea Scouts who assists a Cub Scout Den Leader. They serve as a mentor, helper, and role model for younger Scouts.

Responsibilities Include:

• Meeting Assistance: Help lead games, activities, and portions of den meetings.
• Positive Role Model: Demonstrate Scout spirit, leadership, and proper Scouting behavior.
• Mentorship: Build friendships and encourage younger Scouts.
• Scouting Transition: Help Webelos and Arrow of Light Scouts learn about the next step into Scouts BSA.
• Leadership Development: Gain valuable experience by serving younger Scouts.
